The decision on how well an institution is complying with the Canadian Council
on Animal Care (CCAC) guidelines
is based on the recommendations arising from one or more CCAC assessments
and, in particular, on the institutional implementation of these recommendations.
One of four statuses may be assigned: Compliance, Conditional Compliance, Probation
and Non-compliance. All four statuses are assigned by the CCAC Assessment Committee
on behalf of the CCAC.
Compliance
An institution may be assigned a status of Compliance if:
- the CCAC report contains only Regular,
Minor and/or Commendatory recommendations, and the institution submits
an implementation report for any Regular recommendations that is satisfactory
to the assessment panel and to the CCAC Assessment Committee; or
- the CCAC report contains Major and/or
Serious recommendations whose implementation can be verified fully through
documentation, and the institution submits an implementation report that
is satisfactory to the assessment panel and to the CCAC Assessment Committee.
Conditional Compliance
An institution may be assigned a status of Conditional Compliance if:
- the CCAC report contains Regular recommendations,
and the institution submits an implementation report that is not entirely
satisfactory to the assessment panel or to the CCAC Assessment Committee;
or
- the CCAC report contains Major and/or
Serious recommendations whose implementation cannot be verified fully
through documentation, and the institution submits an implementation report
that is satisfactory to the assessment panel and to the CCAC Assessment
Committee.
Probation
An institution may be assigned a status of Probation if:
- the CCAC report contains Major, Serious
or Regular recommendations, and the institution does not submit the
required implementation report(s); or
- the CCAC report contains Major or Serious
recommendations, and the institution submits a report that is not satisfactory
to the assessment panel or to the CCAC Assessment Committee.
Once assigned this status, an institution will be given a specified period in which to respond to the CCAC's concerns. If it does so satisfactorily, it may be assigned a status of Compliance or Conditional Compliance.
Non-compliance
An institution may be assigned a status of Non-compliance if:
- after being assigned a status of Probation, the institution fails to respond
satisfactorily to Major or Serious
recommendations contained in a CCAC report, despite being given a specified
period in which to do so; or
- evidence of a major threat to animal health and well-being is found during a CCAC visit, for which the institution does not take immediate appropriate action.
All relevant granting agencies and government ministries and departments are notified of institutions placed in Non-compliance.
The CCAC Assessment Committee may recommend that a special visit of an institution be undertaken by an Assessment Director, in particular to verify the implementation of recommendations; the findings of a special visit may be used by the committee to modify the status of an institution.
